How to promote trust in Online legal services

I think, to promote a strong online legal system, we need three matters.
First of all, we need a third party that could handle the certfication matter. that third party must have accreditation from an international consensus.
Second, a tuff control must be establish to furnish serious services online.
Third, intervention of governemental entities is also required in order to get garanteed results, and to support the legal service provider. These three matter will de facto increase trust in online services and specially in ODR.
Besides, new notions must be clarified and well defined once for all, mainly the conformity of the legal notions with the online numeric concepts, and the legal formal requirement i.e.: written notions, original document, online signature, seat of the legal service, binding - non binding nature of the service, enforcement of the outcome...
Once these questions are resolved, i think we will have a good online legal system that will have a serious impact on classic legal systems.
